The Deloitte Government and Public Services (GPS) Sales Excellence team is seeking an experienced Staffing/Basis of Estimate (BOE) lead for the GPS Assisted Acquisition Service (AAS) Proposal Staffing Manager position. This role is critical in driving staffing strategy, building a project staffing database, aligning staff to Labor Category (LCAT) and functional roles, and defining the level of effort (LOE) rationale. The ideal candidate will have a proven track record of success on bids exceeding $100 million, showcasing their ability to manage complex staffing needs in a high-stakes environment. In this position, you will work closely with the capture executive, deal architect, and technical volume lead to develop a comprehensive staffing strategy that aligns with the technical solution required for the project. Your responsibilities will include collaborating with account leadership and the Pricing Team to support the development of a staffing model and plan, interpreting requirements and evaluation criteria to determine the appropriate staffing approach, and validating staffing details such as levels, clearances, locations, and specific skills with named personnel. You will guide and direct the team to ensure a consistent application of the staffing approach across all volumes, including pricing, while emphasizing differentiated strengths. Additionally, you will assist in the ongoing refinement of processes, tools, and templates for staffing and basis of estimate calculations, ensuring that the team is equipped with the best practices and resources to succeed in their proposals. This role requires a strategic mindset, strong leadership skills, and the ability to navigate complex organizational structures to achieve successful outcomes in proposal submissions.
