GENERAL STATEMENT OF JOB
Responsible for processing documents and ensuring compliance during pre-award, award setup, post-award and closeout/post closeout steps of the grant lifecycle. Closely works with program manager, related department personnel, granting agency, and the Purchasing & Grants Coordinator during a procurement.
EXAMPLES OF WORK
• Performs accounting preparation and administrative functions relative to maintaining compliance plan for each assigned grant.
• Reviews Project Data Collection forms and pre-application Risk Assessments for completeness; verifies approval path per Grants Policy.
• Reviews prepared grant application with program manager; obtains approvals from Legal, Risk Management, County Administration and Board of County Commissioners; submits to funding agency.
• Prepares subrecipient monitoring guide; performs risk assessment and monitoring.
• Maintains grant documents in the Grants Administration system and the Clerk of Court system; ensures systems are current and audit ready.
• Prepares and/or approves journal entries and accounts receivable entries then transmits to Finance.
• Prepares budget amendments, resolutions and transfers.
• Reconciles grant general ledger to monthly, quarterly, or annual reimbursement requests or reporting.
• Tracks award modifications and secures necessary approvals and required signatures; submits information to granting agency and documents modifications and budget adjustments.
• Prepares and/or approves budget and other grant documents in the BCC Agenda system.
• Monitors and approves financial transactions (e.g., purchase orders, p-cards and invoice payments for assigned grants, ensures compliance with contract, and control of expenditures by fund, department, project and account).
• Prepares year-end Schedule of Federal and State Financial Assistance worksheets for each assigned grant.
• Participates in initial kickoff/follow up meetings with program manager and related personnel for grant lifecycle, along with periodic staff meetings within the Office of Management & Budget.
• Learns the Grants Policy and internal procedure matrix processing steps for detailed compliance for each grant.
• Attends grantor meetings, workshops, webinars/conferences, and groundbreaking/ribbon cutting ceremonies for grant projects.
• Provides technical assistance to program manager during the grant lifecycle.
• Monitors and interprets applicable laws, regulations, and policies.
• Prepares for, participates in, and resolves issues for monitoring visits by funding agencies.
• Performs other duties as assigned
MINIMUM QUALIFICATIONS
Education, Training, and Experience:Bachelor's degree in Accounting; supplemented by at least two (2) years of technical experience directly related to grants administration, accounting, auditing or contract management; or an equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities. Experience with state, county, or municipal government grants administration preferred. Auditing or Government Accounting is helpful but not required.
Licenses and/or Certifications: Requires a valid driver license.

Physical Requirements: Requires the ability to operate office equipment, to include computer, copy/fax machines, and any related peripherals. Must be able to exert a negligible amount of force occasionally to lift, carry, push, pull, or otherwise move objects. This position requires prolonged periods of sitting/standing in one position for extending periods of time. Physical demands are essentially those of sedentary work. Language Ability: Requires the ability to read a variety of records, reports, policy and procedure manuals, codes, professional journals, etc., in moderately complex to highly technical terminology. Requires the ability to read, interpret, and develop policies and procedures. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction, and punctuation. Requires the ability to communicate effectively in Standard English, and in the various professional languages relevant to cost accounting and accounts management activities. Intelligence: Requires the ability to apply principles of logical and scientific thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in written, mathematical or diagrammatic form; to make independent judgments; to acquire knowledge of topics related to primary occupation.
