About the position

The Grant Administrator position at the City of Shawnee is a full-time role focused on the administration and compliance of the Community Development Block Grant (CDBG) program, as well as other grant programs. The primary responsibilities include monitoring, auditing, and documenting compliance with the U.S. Department of Housing and Urban Development (HUD) regulations. The Grant Administrator will develop and maintain program files, reconcile financial records, and provide technical support to grantees to ensure adherence to HUD regulations. This role also involves preparing documents and presentations for the City Council and Council Committee, conducting outreach as part of the annual plan development process, and leading the planning process for various housing and community development initiatives. In addition to program development, the Grant Administrator will be responsible for generating high-quality plans and reports, coordinating grant assistance, and ensuring compliance with federal and local requirements. The position requires a proactive approach to grant tracking, financial management, and community engagement, including organizing citizen participation activities and maintaining communication with sub-grantees. The Grant Administrator will also participate in cross-departmental collaboration to ensure compliance with labor standards and other regulations, and will represent the City on various boards and committees as assigned. The ideal candidate will possess strong analytical skills, attention to detail, and the ability to manage large amounts of information. They will be expected to work independently while also collaborating effectively with others. The position requires a Bachelor's degree in a relevant field and at least two years of experience in grant finance and accounting, particularly with HUD programs. The Grant Administrator will also be required to stay updated on funding developments and participate in professional training and meetings.

Responsibilities

  • Monitor, audit, document, and determine compliance with HUD rules and regulations specific to the CDBG program.
  • Develop and maintain program files and reconcile financial records.
  • Provide technical support to grantees and ensure compliance with HUD regulations through monitoring and auditing.
  • Prepare documents and presentations for City Council and Council Committee.
  • Conduct outreach as part of the annual plan development process and develop additional outreach methods.
  • Lead the planning process for Fair Housing Analysis, the Five-Year Consolidated Plan, Annual Action Plans, and CAPER.
  • Maintain records for Davis-Bacon labor and procurement standards and Environmental Reviews.
  • Administer the City's Human Service Fund annual grants and support other internal and external grant programs as needed.
  • Prepare and update the City's CDBG five-year Consolidated Plan and Annual Action Plans.
  • Review goals and objectives, conduct public assessments of needs, and coordinate public input processes.
  • Generate high-quality plans, reports, and supporting documents for grant programs.
  • Coordinate preparation of grant assistance and manage expenditures of funds.
  • Identify and develop strategies to optimize the administration process.
  • Prepare and maintain written records of environmental reviews for grant programs as per NEPA.
  • Conduct on-site observations and manage third-party environmental reviews as directed.
  • Participate in the Johnson County Continuum of Care on Homeless and the Johnson County CDBG Consortia.
  • Review and evaluate project proposals for compliance with regulations and guidelines.
  • Track application/report deadlines and manage files for current and potential grant prospects.
  • Create budgets, manage funds, and ensure adherence to financial guidelines throughout project lifecycles.
  • Solicit grantees for Community Development Department Human Service Fund and establish review criteria.

Requirements

  • Bachelor's degree in Planning, Public Administration, Political Science, Business Management, or a related field.
  • Two years of experience in grant finance and accounting.
  • Working knowledge of Federal OMB Uniform Guidance.
  • Two years of experience with the Community Development Block Grant Program and/or other HUD Community Planning and Development Programs.
  • Prior oversight of a major program is highly desirable.
  • Possession of a valid driver's license.
