About the position

The Grant & Contract Accountant (Budget Analyst 3) at Community Colleges of Spokane is responsible for managing the fiscal aspects of grants and contracts, ensuring compliance with state, federal, and contractual guidelines. This role involves monitoring financial activities, preparing financial reports, and providing specialized financial accounting and reporting to various stakeholders. The position requires strong analytical skills and the ability to communicate effectively with CCS personnel and external entities regarding grant and contract statuses.

Responsibilities

  • Monitor financial activity and billing on a monthly or quarterly basis.
  • Track time and effort reports and prepare budgetary projections.
  • Close out grants or contracts ensuring compliance with all guidelines and provide documentation for audits or program reviews.
  • Research discrepancies and check for reasonableness within grants and contracts.
  • Analyze and prepare periodic and annual financial reports.
  • Responsible for internal management financial reporting, reconciliation, and analysis.
  • Prepare year-end procedures and guidelines for annual financial statement audit preparation.
  • Prepare and review various financial reports and journal vouchers.
  • Provide interface between district fiscal systems and business processes.
  • Communicate specialized financial accounting and reporting to district, state, and federal entities.
  • Oversee accounting operations and reporting processes for department activities.
  • Maintain required electronic and manual filing systems.
  • Support and advance the CCS strategic plan.

Requirements

  • Bachelor's degree from an accredited institution with 18 quarter or 12 semester hours in accounting, auditing, or financial analysis.
  • One or more years of increasingly responsible experience as a professional accountant, including budgeting and fiscal accounting and reporting experience.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and auditing principles.
  • Ability to demonstrate high skill levels in automated spreadsheets and financial analysis tools.
  • Experience in forecasting and analysis.
  • Excellent written and oral communication skills.

Nice-to-haves

  • Certified Public Accountant (CPA) or Certified Governmental Financial Manager (CGFM) or Certified Management Accountant (CMA).
  • Knowledge of State of Washington budgeting and accounting policies and regulations.
  • Experience in higher education, governmental or non-profit accounting.
  • Experience with PeopleSoft Finance ERP Systems.
