About the position

The Grants & Contract Manager is responsible for overseeing the financial accounting and administrative duties associated with Federal and State grants for Clayton County. This role involves working independently under the supervision of the Chief Financial Officer, ensuring accurate financial records, compliance with grant agreements, and coordination of grant-related activities within the Finance Department.

Responsibilities

  • Establish and maintain budget and financial records for each Clayton County Grant.
  • Review and ensure accurate grant information files and financial records.
  • Consult with staff and various departments for timely preparation of journal entries and expenses.
  • Work with the Legal Division to ensure proper approval of grant agreements by the Clayton County Board of Commissioners.
  • Prepare Schedule of Federal Expenditures for the annual financial audit.
  • Coordinate activities for the Finance Department in relation to the Single Audit performed by outside auditors.
  • Ensure all Grants Reports are kept up to date.
  • Review and approve all drawdown requests for reimbursement and ensure all reimbursement checks or transfers are processed.
  • Maintain a comprehensive knowledge base of applicable requirements and regulations in accounting and finance.
  • Attend workshops and conferences to stay updated on practices in the field.
  • Coordinate Grant Analyst activities regarding annual budget preparation and audits.
  • Review and ensure compliance for various grant budget amendments.

Requirements

  • Bachelor's degree in accounting, finance, or business administration from an accredited college or university with major course work in accounting.
  • Six (6) years of previous related professional experience in governmental fund accounting, grant accounting, governmental finance, budget preparation, financial analysis, or financial project management.
  • Substantial skills in accounting theory and application of generally accepted accounting principles in a local governmental environment.
  • Good knowledge of current governmental fund accounting principles, practices, and procedures.

  • Experience with information technology applications in accounting and financial management systems.
  • Ability to analyze and prepare financial statements and reports in a timely manner.
  • Ability to establish and maintain effective relations with department staff and other County personnel.
