About the position

The Grants/Finance Specialist position at the Arizona Department of Homeland Security is responsible for managing grant funds, ensuring the integrity and accuracy of fiscal work products, and monitoring stakeholder spending. This role involves overseeing correspondence, determining the fiscal allowability of expenditures, processing reimbursement requests, and preparing detailed fiscal reports. The specialist will also conduct site visits to assess stakeholders' ability to manage federal funds and assist in developing finance department policies and procedures.

Responsibilities

  • Manage grant funds and monitor stakeholder spending.
  • Oversee correspondence and responses related to grant management.
  • Determine fiscal allowability of expenditures submitted for reimbursement and advance payment.
  • Review stakeholders' internal business systems for compliance with federal and state regulations.
  • Process reimbursement requests for payment and develop grant management procedures.
  • Prepare and maintain complex financial reports and enter them into federal financial systems.
  • Conduct outreach meetings to educate stakeholders on fiscal processes and procedures.
  • Perform monitoring visits to ensure compliance with state and federal laws and regulations.
  • Assist in the development of finance department policies and procedures.

Requirements

  • Bachelor's degree in Accounting or related field.
  • Mid-level administrative experience.
  • Strong knowledge of basic financial accounting methods and government accounting practices.
  • Working knowledge of federal grant guidelines and state procurement guidelines.
  • Proficiency in Microsoft Excel, Word, and Google Docs.
  • Strong organizational, analytical, and critical thinking skills.
  • Ability to communicate effectively both orally and in writing.

Nice-to-haves

  • Experience with Arizona Financial Information System (AFIS).
  • Knowledge of the State of Arizona Accounting Manual and OMB circulars.
