About the position

The State of New Hampshire, Department of Environmental Services, is seeking a full-time Grants Program Coordinator for the Air Resources Division, Technical Services Bureau. This position is responsible for planning and coordinating grant programs, including applying for external grants and managing grant distribution programs. The Grants Program Coordinator will assist in implementing emission reduction strategies related to mobile sources and will provide support for various outreach activities for the Air Resources Division. The role requires a proactive approach to grant management, ensuring compliance with grant terms and fostering effective communication with stakeholders. The successful candidate will prepare grant applications for federal and other funding opportunities, collaborating with program technical staff and accounting staff. They will serve as a liaison between the Technical Services Bureau grant programs and various stakeholders, including federal program staff and grant applicants. The coordinator will also develop and conduct educational outreach regarding available grants, working with grant recipients to highlight successful projects. In addition to managing competitive solicitations, such as the State Clean Diesel program, the Grants Program Coordinator will draft requests for proposals, prepare grant agreements, and ensure compliance through onsite visits and report reviews. They will work closely with the NHDES Accounting Section to process documentation for grant awards and maintain accurate project records and grant ledgers. The coordinator will also track funding availability and make recommendations regarding potential grant opportunities, supporting the maintenance of Technical Services Bureau webpages and continuously seeking to improve practices within the Air Resources Division.

Responsibilities

  • Prepares grant applications for federal and other grant opportunities in consultation with program technical staff and NHDES accounting staff.
  • Develops and conducts education and outreach regarding available grants and plans outreach events with grant recipients.
  • Manages competitive solicitations for the Bureau, such as the State Clean Diesel program funded through the Diesel Emission Reduction Act (DERA).
  • Drafts requests for proposals and serves as the point of contact for grant applicants/recipients.
  • Prepares draft grant/contract agreements and ensures recipient compliance with grant/contract terms through onsite visits and report reviews.
  • Works closely with the NHDES Accounting Section to process documentation for grant awards and ensure proper accounting and reporting.
  • Maintains accurate project records and grant ledgers for Technical Services Bureau grant programs.
  • Assists in the development of biennial budgets for grant programs.
  • Prepares documentation for submittal of grants agreement to the Governor and Executive Council for approval.
  • Tracks and analyzes information on funding availability and makes recommendations regarding potential grant opportunities.
  • Supports the maintenance of Technical Services Bureau webpages.
  • Seeks to improve practices and eliminate unnecessary actions in the Air Resources Division.

Requirements

  • Bachelor's degree from an accredited institute of higher education in arts, public or business administration, or a related field.
  • Three years of experience in a cultural institution or public administration, with one year in grant administration or planning and evaluation.
  • Ability to work with fiscal data and make valid recommendations.
  • Effective communication skills and ability to establish working relationships with co-workers and the public.
  • Demonstrated ability to review, comprehend, and disseminate technical information.

Nice-to-haves

  • Knowledge of public administration principles and practices, especially with the state's grant approval process.
  • Familiarity with grants.gov for grant application and reporting.
  • Experience with current social media for outreach.
