About the position

The Guaranty Fund Controller is responsible for overseeing the financial operations of the Arizona Life and Disability Insurance Guaranty Fund and the Arizona Property and Casualty Insurance Guaranty Fund. This role ensures compliance with state laws and regulations while managing complex fiscal and business-management functions. The controller will maintain strong confidentiality regarding the financial conditions of insurance companies and coordinate multi-state guaranty fund activities.

Responsibilities

  • Monitor bank account balances and activity, and prepare recommendations to the Executive Director.
  • Execute executive-director-authorized cash management transactions.
  • Review, monitor and control expenditures and revenues to assure that disbursements do not exceed funds available.
  • Approve guaranty fund expenditures to be executed by the assistant director and the Board.
  • Provide monthly and year-end reports detailing investment and cash balances, earnings, encumbrances, payables, projected expenditures, and receivables.
  • Compile complex historic, economic and hypothetical data for administrative and financial decisions.
  • Calculate, maintain, update and submit receivership reports in support of the guaranty funds' claim in receivership estates.
  • Coordinate with Guaranty Fund claims manager(s) to ensure prompt payment of claims and related expenses.
  • Review invoices, insurance claims and travel reimbursement requests for appropriateness and completeness.
  • Complete ad hoc reports and respond to requests for information from various state and national organizations.
  • Prepare Guaranty Fund assessment invoices and associated reports.
  • Research state accounting laws and policies, and provide consultation and policy recommendations to the assistant director.
  • Train and assist other office staff in accounting related functions.

Requirements

  • Knowledge of the Guaranty Funds' Plans of Operation and other policies and procedures.
  • Knowledge of data processing methods and techniques as they relate to accounting and financial practices.
  • Knowledge of Federal and State tax laws sufficient for compliance by the Funds.
  • Knowledge of government accounting principles and practices.
  • Strong knowledge of accounting concepts and Generally Accepted Accounting Principles (GAAP).
  • Ability to apply sound judgment in decision-making and work independently.

Nice-to-haves

  • Post-secondary degree in accounting, business, finance or related field.
  • Experience as an accountant or bookkeeper.
