About the position

The HR Generalist II position at the Texas Department of Transportation involves performing complex human resources-related work within the Support Operations Branch. The role is responsible for managing various HR programs, maintaining confidential information, and interacting with management, employees, and external agencies. The HR Generalist will establish work plans, prioritize tasks, and handle issues independently, contributing to the overall efficiency of HR operations.

Responsibilities

  • Enter, maintain, and coordinate data such as applicant, salary, and benefits transactions using a Human Resources Information Management System (PeopleSoft).
  • Participate in hiring program activities, including managing job openings, screening applications, assisting in interviews, and facilitating the hiring process.
  • Coordinate and conduct employee forums, new employee orientation, and annual enrollment meetings.
  • Review and manage routine medical-related employee needs, including Family Medical Leave Act (FMLA) and Americans with Disabilities Act (ADA) requests.
  • Interpret human resources policies and procedures and relevant state/federal regulations with guidance from supervisors.
  • Respond to and process requests and inquiries from employees regarding various HR activities and programs.
  • Handle inquiries and complaints related to HR policies and procedures.
  • Participate in quality review activities for HR programs.
  • Generate and analyze automated reports regarding HR activities.
  • Provide guidance to management on sensitive issues such as employee discipline and performance management.

Requirements

  • Experience in human resources management or a related field.
  • Proficiency in using Human Resources Information Management Systems, particularly PeopleSoft.
  • Strong understanding of HR policies, procedures, and relevant state and federal regulations.
  • Excellent communication and interpersonal skills to interact with employees and management effectively.
  • Ability to handle confidential information with discretion and professionalism.

Nice-to-haves

  • Certification in Human Resources (e.g., PHR, SPHR) is preferred.
  • Experience in a government or public sector HR role.
  • Familiarity with employee benefits administration.
