About the position

The Oregon Department of Environmental Quality (DEQ) is seeking a dedicated Harmful Algal Bloom Water Quality Analyst (Natural Resource Specialist 3) to join our team in Portland, Oregon. This full-time position is integral to our mission of protecting and enhancing the quality of Oregon's air, land, and water. The successful candidate will be part of a dynamic and supportive team focused on maintaining, restoring, and improving the environmental quality of the state. The Water Quality Division plays a critical role in this mission by developing policies, implementation tools, and priorities aimed at improving and protecting water quality in Oregon's waterways. In this role, you will conduct technical analyses of harmful algal blooms (HABs) in Oregon, particularly in freshwater systems. Your responsibilities will include assessing the frequency, magnitude, and extent of HABs, determining contributing factors, and consulting on field and laboratory monitoring activities related to water quality effects linked to HABs. You will be expected to provide comprehensive water quality data analysis, evaluation, and technical modeling of complex environmental data, requiring expertise in statistical analysis, spatial analysis, and other technical skills to characterize and evaluate HABs effectively. Additionally, you will assist senior-level positions with project development, planning, and monitoring plans to support basin assessments and the development of management plans addressing HABs in priority waterbodies. Coordination with the laboratory, regional offices, and other DEQ programs, as well as external communities and interested parties, will also be a key aspect of your role. Responsibilities

  • Conduct technical analyses of harmful algal blooms (HABs) in Oregon's freshwater systems.
  • Assess the frequency, magnitude, and extent of HABs in Oregon's water.
  • Determine factors contributing to HABs across Oregon.
  • Consult on field and laboratory monitoring activities investigating water quality effects linked to HABs.
  • Provide water quality data analysis, evaluation, and technical modeling of complex environmental data.
  • Assist senior level positions with project development, project planning, and monitoring plans to support basin assessment.
  • Coordinate with the laboratory, regions, and other DEQ programs, and external communities and interested parties.

Requirements

  • Bachelor's degree in physical science, environmental science, natural resources, or a closely related field.
  • 3 years of experience in a natural resource or environmental field, with at least one year at a technical or professional level.
  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities.
  • Experience analyzing, modeling, and evaluating algae, water quality, water quantity, and watershed characteristics.
  • Experience analyzing and evaluating harmful algal blooms through the development and implementation of TMDLs.
  • Proficiency in using GIS, R, Python, or other relevant software for water quality analysis and modeling.
  • Knowledge of laws, procedures, principles, and regulations governing Federal and State water quality programs.
  • Excellent verbal and written communication skills, with the ability to tailor communication to diverse audiences.
  • Experience building and fostering relationships with a diverse group of partners.
