About the position

The Harvest Management Biologist plays a crucial role within the Natural Resources Department, focusing on the assessment, protection, management, and utilization of the Tribe's Treaty Fishery Resources. This position involves overseeing the development of run size forecasts, coordinating preseason fishery planning, and managing fisheries operations in collaboration with various stakeholders. The biologist is also responsible for post-fishery reporting and ensuring compliance with inter-tribal and federal agreements, while working closely with legal and management teams on issues affecting the Tribe's fishing rights.

Responsibilities

  • Oversee the development of run size forecasts and preseason fishery planning.
  • Coordinate catch accounting, reporting, and biological sampling during fisheries.
  • Manage the fishery based on preseason and in-season updates.
  • Develop final catch accounting and reporting in cooperation with comanagers post-fishery.
  • Collaborate with the Natural Resources Policy Coordinator and the Tribe's General Manager on legal issues related to Treaty Fishing Rights.

Requirements

  • MSc in Fisheries Science with 3 years of related experience, or B.A/B.S. in Fisheries Science with 6 years of directly-related experience in West coast salmon fisheries management.
  • Working knowledge of Pacific Northwest Salmon and Steelhead life histories and ecology.
  • Familiarity with current fisheries harvest methodologies and techniques.
  • Experience with statistical, quantitative, and analytical methods for monitoring commercial fisheries.
  • Proficient in software and data programs for data management, including R, MS Access, and Excel.
  • Demonstrated teamwork and leadership skills in office and field settings.
  • Effective communication skills, with the ability to convey technical information clearly.
  • Detail-oriented with the ability to work independently.
  • Strong technical writing skills.
  • Understanding of tribal-state fishery management issues and practices.
  • Experience in preparing grant applications and managing funded projects.
  • Willingness to travel for local and regional meetings.
  • Ability to maintain confidentiality and sign a non-disclosure agreement.
  • Respectful and sensitive to the values and culture of the Upper Skagit Indian Tribe.
  • Ability to work a non-traditional schedule, including weekends.
  • Valid Washington Driver License and insurable under the Tribe's insurance policy.
  • Ability to pass a pre-employment drug test and criminal background check.

Nice-to-haves
