About the position

The Hazardous Material, Transportation, and Packaging Expert position at Pacific Northwest National Laboratory (PNNL) is part of the Effluent, Waste, and Transportation (EWT) group within the Environmental Protection and Regulatory Programs (EPRP) Division. This role is crucial for ensuring the safe, secure, and efficient packaging and transportation of hazardous materials and waste, supporting the laboratory's operations while maintaining compliance with environmental and safety regulations. The expert will provide regulatory interpretations, develop procedures, and lead assessments to uphold the laboratory's commitment to environmental protection and public safety.

Responsibilities

  • Develop regulatory interpretations, procedures, special permit applications, training, and presentations in support of Laboratory hazardous material transportation and packaging activities.
  • Participate in internal and external program assessments or audits and develop and implement corrective actions.
  • Observe field work associated with transportation and packaging activities to ensure compliance with applicable requirements and procedures.
  • Classify and document required compliance reporting of abnormal events.
  • Establish systems for and perform or oversee packaging testing.
  • Maintain program documentation in accordance with DOE Orders, internal quality standards, and the program's file plan.
  • Develop or perform peer review of data packages following established quality assurance processes.
  • Lead committees, special projects, and opportunities within the directorate and Laboratory.

Requirements

  • BS/BA and 7 years of relevant experience -OR- MS/MA or higher and 5 years of relevant experience.
  • Expert knowledge of domestic and international hazardous material/waste shipping regulations (DOT, IAEA, ICAO/IATA, IMDG, TDG, ADR).
  • Familiarity with DOE site operations, including DOE orders and safety analysis processes.
  • Experience with Transportation Compliance Assessment Program (TCAP) assessments and Nuclear Quality Assurance (NQA-1) requirements.
  • Knowledge of transportation safety requirements for DOE onsite operations.
  • Understanding of DOE/NRC Type B/AF package requirements and operations.
  • Familiarity with American Society for Nondestructive Testing (ASNT) leak testing requirements and methods.
  • Experience with DOT Special permit application processes.
  • Ability to perform calculations in support of hazardous material and waste packaging and transportation determinations.
  • Experience in developing security plans for hazardous materials during transport.
  • Strong communication skills to interpret and convey regulatory requirements to various personnel.

Nice-to-haves

  • Professional license and/or certification preferred (e.g., Licensed Professional Engineer (PE), Certified Hazardous Material Manager (CHMM)).
  • Experience as a qualified mixed waste shipper, qualified IATA and IMDG shipper.
