About the position

The Hazardous Waste Program Manager at Chugach Government Solutions (CGS) will oversee all aspects of the Hazardous Waste Program, ensuring compliance with federal, state, and local regulations. This role is critical in managing hazardous waste operations, including the collection, documentation, and disposal of hazardous materials generated on base. The incumbent will be responsible for maintaining accurate records and logs, coordinating with designated representatives for waste manifests, and ensuring that all waste is handled according to the Resource Conservation and Recovery Act (RCRA) and other relevant environmental laws. In this position, the manager will ensure that satellite and initial accumulation points are properly maintained, and that waste is collected and documented in accordance with the Air Force's Hazardous Material (HAZMAT) and Hazardous Waste (HW) tracking system. The role requires the manager to provide training to staff on RCRA, HAZWHOPER, and Department of Transportation (DOT) manifesting requirements, enabling them to develop processing documents and manifests for shipping hazardous waste. The manager will also be responsible for reviewing and maintaining reports from generating activities and ensuring compliance with all aspects of the hazardous waste program, including necessary permits and corrective actions. Additionally, the Hazardous Waste Program Manager will manage the toxics programs associated with MAX-GUN AFB, ensuring compliance with all relevant regulations and maintaining necessary documentation. The role includes reviewing and updating the Spill Prevention Control and Countermeasures (SPCC) plan, conducting internal environmental self-inspections, and implementing corrective actions for any deficiencies identified during inspections. The manager will also be tasked with other duties as assigned, contributing to the overall mission of CGS in supporting critical government operations.

Responsibilities

  • Manage all programs associated with the Hazardous Waste Program.
  • Ensure satellite/initial accumulation points are maintained and waste is collected with proper documentation.
  • Turn-in documents of acceptable accumulated waste and log processes into the AF's HAZMAT and HW tracking system.
  • Provide staff training on RCRA, HAZWHOPER, and DOT manifesting requirements.
  • Coordinate with AF designated representatives for all waste manifests prior to transport.
  • Review and maintain reports, logs, and manifests from generating activities.
  • Provide disposal management of hazardous, universal, and special/state regulated wastes generated on base.
  • Maintain compliance with HW program aspects including 8700-12 and 8700-13 reports, permits, and corrective actions.
  • Pickup waste from satellite accumulation sites within RCRA required timelines and deliver to accumulation areas.
  • Manage all toxics programs requirements associated with MAX-GUN AFB.
  • Maintain compliance with toxics programs aspects including permits and corrective actions.
  • Manage all storage program requirements to support the installation and associated GSUs.
  • Review and update the Spill Prevention Control and Countermeasures (SPCC) plan.
  • Complete internal environmental self-inspections and participate in Unit Effectiveness Inspections (UEI).
  • Implement corrective and preventive actions for all inspection deficiencies.

Requirements

  • Bachelor's Degree in Engineering or Physical Science (Geology, Biology, Chemistry, Environmental Science).
  • Minimum of four (4) years of practical experience in the Environmental field and working with federal regulations.
  • Current OSHA 40-Hours HAZWOPER Certification, with recertification every two years.
  • Ability to acquire and maintain government identification/common access card.
  • Ability to interact professionally and courteously with a variety of people.
  • Valid state Driver's License with an acceptable driving record.
  • Ability to pass background checks and/or drug testing required on the contract.
  • Must be able to read, write, and speak English fluently.
  • U.S. Citizenship required.
  • Ability to obtain access to U.S. Government Installations through DBIDS.
