About the position

The Head of US Compliance Monitoring and Testing is responsible for leading the strategic vision and operational framework for compliance testing and monitoring within TD Bank. This role involves overseeing the development and implementation of compliance testing methodologies, optimizing controls, and ensuring effective risk management across the organization. The position requires strong leadership skills to manage a diverse team and collaborate with various stakeholders to enhance compliance effectiveness and efficiency.

Responsibilities

  • Provide people management leadership by hiring, setting goals, developing staff, and managing performance.
  • Develop and own the methodology for monitoring and testing compliance risk and controls.
  • Build the compliance monitoring and testing operating framework in collaboration with second and third line functions.
  • Create a consolidated testing calendar for second line functions to maximize efficiency.
  • Develop a reliance model that leverages testing and monitoring performed by other teams.
  • Drive the use of RPA and artificial intelligence in testing functions.
  • Establish standards for an effective risk-mediation process, focusing on root-cause analysis.
  • Determine technology solutions for monitoring and testing files and working paper retention.
  • Lead coordination for testing and monitoring across second line functions.
  • Develop Board reporting on monitoring and testing trends and key issues.
  • Cultivate relationships with senior management and participate in executive committees.
  • Maintain constructive relationships with regulators and ensure compliance with regulatory requirements.
  • Set and maintain compliance testing standards in consultation with control groups.
  • Execute compliance testing over businesses and control functions.

Requirements

  • Bachelor's degree required.
  • 10+ years of related experience required.
  • In-depth knowledge of financial services and regulatory industry practices.
  • Strong management experience in regulatory compliance activities.
  • Regulatory, industry, and operational knowledge regarding testing and monitoring.
  • Ability to manage a complex team with diverse skill sets.
  • Strong control and risk management mindset.
  • Negotiation skills and ability to drive change.

Nice-to-haves

  • Experience with RPA and artificial intelligence in compliance testing.
  • Advanced certifications in compliance or risk management.
