About the position

The Health and Human Resources Specialist, Senior position at the Bureau for Behavioral Health (BBH) involves advanced administrative and professional work under the supervision of the Division of Compliance director. This role is crucial in monitoring and evaluating the services provided by BBH-funded organizations, ensuring compliance with federal and state regulations. The specialist will conduct comprehensive evaluations of programmatic services, analyze data, and perform post-award monitoring to ensure adherence to the terms and conditions of subrecipient awards. This position requires collaboration with both internal staff and external organizations to develop and implement effective evaluation methods and reporting mechanisms that align with federal and state funding requirements. In addition to compliance monitoring, the specialist will interpret relevant laws and regulations for staff, guiding them in service delivery and operational improvements. The role includes informing the director about deficiencies in programs or services and recommending necessary improvements. The specialist will also consult with other program staff and managers regarding project priorities, develop policies and legislation for specific projects, and contribute to the creation of training programs. The position may involve leading or supervising professional and support staff, making it essential for the specialist to possess strong leadership and communication skills. The work environment is dynamic, requiring the specialist to perform duties in both office and field settings, which may include overnight travel. The position is full-time and permanent, offering a salary range of $41,194.00 to $71,789.00 annually, depending on experience and qualifications.

Responsibilities

  • Conduct comprehensive evaluations of programmatic services and activities performed by BBH funded organizations.
  • Analyze data and perform post-award monitoring for compliance with federal and state requirements.
  • Provide technical guidance in interpreting regulations related to subrecipient award terms and conditions.
  • Develop and implement evaluation methods and reporting mechanisms to monitor grant performance.
  • Interpret federal and state laws, regulations, and guidelines for staff providing services.
  • Recommend operational changes to improve service delivery and efficiency.
  • Inform the director of deficiencies in programs or services and recommend improvements.
  • Consult with program staff and managers regarding project priorities and needs.
  • Develop rules, policies, and legislation for specific work projects.
  • Evaluate the effectiveness of programs or technical areas.
  • Write, edit, or contribute to policy and procedure manuals.
  • Plan and develop budget requests and work plans.
  • Lead or supervise professional and support staff as needed.

Requirements

  • Bachelor's Degree from a regionally accredited four-year college or university.
  • Four years of full-time, equivalent part-time paid or volunteer experience in a related technical or program area.
  • Post-graduate education in a related field may substitute for required experience on a year-for-year basis.
