About the position

The Health and Human Resources Specialist, Senior position within the Office of Nutritional Services (ONS) is a critical role responsible for ensuring compliance with federal regulations and Nutrition Service standards for the West Virginia Women, Infants, and Children (WIC) Program. As the Policy and Procedure Coordinator, the individual will serve as the Subject Matter Expert, developing, revising, and implementing policies and procedures that require USDA approval. This role is essential for maintaining the integrity and effectiveness of the program, which provides vital nutritional assistance to eligible populations in the state. In this position, the coordinator will direct and interpret policies while providing consultation and technical assistance to staff delivering public health nutrition services across West Virginia. This includes conducting formal and informal training sessions, as well as responding to inquiries via phone, email, and policy memos. The coordinator will also collaborate with legal counsel and the Attorney General's Office to address legal matters such as court orders and subpoenas, ensuring that the ONS complies with all legal requirements. Additionally, the Policy and Procedure Coordinator will represent the ONS in fair hearings and client sanctions, and will be responsible for addressing complaints and allegations of program abuse or fraud. The role also involves serving as the Project Officer for civil rights and special needs accommodations, as well as overseeing USDA, FNS Certification and Eligibility Management Evaluations. The coordinator will work closely with the ONS Management Information Systems (MIS) Trainer and Nutrition Services Trainer to ensure that all training curricula meet state and federal regulations. This position requires statewide travel, estimated at up to 25% of the time, to fulfill the responsibilities effectively.

Responsibilities

  • Serve as the Subject Matter Expert on federal regulations and Nutrition Service standards for the WV WIC Program.
  • Develop, revise, and implement all policy and procedure for program administration requiring USDA approval.
  • Direct, interpret, and provide consultation and technical assistance for staff providing public health nutrition services statewide.
  • Conduct formal and informal training sessions for staff on nutrition services policies and procedures.
  • Collaborate with DHBPH counsel and the Attorney General's Office in legal matters related to the program.
  • Represent ONS in all fair hearings, client sanctions, and court testimonies.
  • Address and resolve client or clinic complaints and allegations of program abuse or fraud.
  • Function as the Project Officer for civil rights and special needs accommodations.
  • Serve as the state coordinator for USDA, FNS Certification and Eligibility Management Evaluations.
  • Review and evaluate all staff training curriculum for compliance with state and federal regulations.

Requirements

  • Bachelor's Degree from a regionally accredited four-year college or university.
  • Four years of full-time, equivalent part-time paid or volunteer experience in a technical or program area related to the employment area.
  • Post-graduate education in a related field may substitute for required experience on a year-for-year basis.
