About the position

The Health and Human Resources Specialist, Senior position within the Human Services Department focuses on enhancing access to quality child care programs for families across West Virginia. Under the supervision of the Child Care Program Manager in the Division of Early Care and Education, the Child Care Policy Specialist will play a pivotal role in developing policies, procedures, and regulations that align with the goals and priorities of the Federal Child Care and Development Block Grant (CCDBG). This position is essential in ensuring that families are informed about and can effectively utilize child care subsidies and resources available to them. The successful candidate will be responsible for the development and dissemination of child care subsidy policies and procedures to Child Care Resource and Referral agencies. This involves not only creating comprehensive guidelines but also ensuring that these policies are communicated effectively to stakeholders. The role requires a deep understanding of child care systems and the ability to navigate complex regulatory environments to promote the welfare of children and families. Additionally, the Child Care Policy Specialist will be expected to collaborate with various agencies and organizations to foster partnerships that enhance child care services. This position is based statewide, allowing for flexibility in reporting to the nearest Department of Human Services field office, which will be determined by the candidate's residence. The role is full-time and permanent, offering a competitive salary range of $35,994.00 to $66,589.00 annually, depending on experience and qualifications.

Responsibilities

  • Develop and implement policies and procedures related to child care subsidies.
  • Disseminate child care subsidy policies to Child Care Resource and Referral agencies.
  • Assist families in recognizing and accessing quality child care programs.
  • Collaborate with various agencies to enhance child care services.
  • Monitor and evaluate the effectiveness of child care policies and programs.

Requirements

  • Bachelor's Degree from a regionally accredited four-year college or university.
  • Four years of full-time, equivalent part-time paid or volunteer experience in a technical or program area related to child care or human services.
  • Post-graduate education in a related field may substitute for required experience on a year-for-year basis.
