About the position

The Health and Human Resources Specialist, Senior position within the Office of Nutritional Services is responsible for overseeing the development, revision, and implementation of policies and procedures for the West Virginia WIC Program. This role serves as a Subject Matter Expert on federal regulations and nutrition service standards, providing consultation and technical assistance to staff statewide. The position also involves collaboration with legal counsel, representation in hearings, and addressing client complaints and program abuse allegations. Additionally, the Specialist will function as the Project Officer for civil rights and special needs accommodations, requiring up to 25% statewide travel.

Responsibilities

  • Develop, revise, and implement policies and procedures for the WV WIC Program requiring USDA approval.
  • Provide consultation and technical assistance to staff on public health nutrition services.
  • Collaborate with legal counsel in responding to court orders and motions.
  • Represent the Office of Nutritional Services in fair hearings and client sanctions.
  • Address client or clinic complaints and program abuse allegations.
  • Function as the Project Officer for civil rights and special needs accommodations.
  • Collaborate with trainers to review and evaluate staff training curriculum for compliance.

Requirements

  • Bachelor's Degree from a regionally accredited four-year college or university.
  • Four years of full-time, equivalent part-time paid or volunteer experience in a related technical or program area.
  • Post-graduate education may substitute for required experience on a year-for-year basis.
  • Three years of full-time or equivalent part-time paid experience in the Health and Human Resources series may substitute for required training and experience.
