About the position

The Commonwealth of Pennsylvania is seeking a Chief Information Officer (CIO) to lead the Health and Human Services Delivery Center (HHS DC), which supports critical state agencies serving 13 million residents. The CIO will drive digital transformation, enhance user experiences, and manage IT projects that align with policy priorities. This role is pivotal in shaping business strategies and improving IT services across the state's health and human services sectors.

Responsibilities

  • Champion innovation and cultural transformation within the Commonwealth.
  • Partner with HHS agencies to align business strategies and technology investments.
  • Design systems and processes prioritizing user experience for stakeholders.
  • Provide leadership direction to key IT projects impacting policy priorities.
  • Manage vendor relationships and contracts to ensure high-quality service delivery.
  • Improve IT services and infrastructure for agency employees and services.
  • Develop a robust IT workforce through training and professional growth opportunities.

Requirements

  • Minimum of 10 years in IT management, with at least 5 years in a senior leadership role overseeing large-scale IT operations.
  • Bachelor's degree in Computer Science, Information Technology, or a related field.
  • Proven experience in leading digital transformation initiatives with budgets exceeding $25M.
  • Ability to work effectively with diverse stakeholders, including policymakers and agency leaders.
  • Experience managing complex IT projects focused on policy priorities and vendor relationships.
  • Familiarity with federal and state IT regulations, including privacy and security standards.
