About the position

The Health and Safety Engineer at LyondellBasell will play a crucial role in ensuring safety engineering and occupational health support within the Morris Complex. This position is primarily focused on safety and health regulatory compliance, requiring a deep understanding of safety regulations and plant operations. The engineer will be responsible for identifying and resolving safety and industrial hygiene-related issues while initiating performance improvements to support operations. A key aspect of this role involves assessing and communicating the implications of occupational safety and health regulations to Equistar personnel, collaborating with them to develop and implement cost-effective compliance solutions. Additionally, the engineer will work closely with Corporate Occupational Safety and Health to develop and implement Best Practice solutions to common safety and health regulations and issues, capturing synergies through the development of Best Practice HSE policies. In this role, the engineer will own, support, and provide direction to the site's Safety and/or Industrial Hygiene programs. They will develop and maintain a comprehensive understanding of the units and processes to which the regulations and requirements must be applied. The engineer will also be responsible for developing, implementing, and providing training on safety and health policies, procedures, work practices, and their supporting programs. Conducting safety and health audits and assessments to ensure compliance and sustain injury and incident reduction efforts will be a critical responsibility. The engineer will evaluate, coach, and resolve questions related to planning for and executing fieldwork activities, and will lead and participate in incident investigation teams as assigned. Furthermore, the engineer will ensure site compliance with corporate Health & Medical Management standards and other related Safety and Health standards. They will collaborate with corporate resources to perform health risk assessments for all stressors and conduct follow-up reviews every three years. Managing the company standard database solution (SAP/Cority) will also be part of the role, including monitoring results, risk assessment documentation, and risk prioritization. The engineer will ensure the effectiveness of Hazard Communication programs and coordinate with site personnel and corporate occupational health nurses to ensure site medical surveillance requirements are risk-based. They will develop and maintain expert knowledge of the regulations and requirements applicable to the Equistar site, acting as the site expert for specific regulations and assigned media, while staying informed of new and changing federal and state regulations and their potential impact. The engineer will also manage radiation safety programs for the site and interact with the site Operations organization, developing and maintaining good communication, presentation, and interpersonal skills to help implement necessary process changes or procedures. They will be expected to develop and recommend business-driven and cost-effective strategies, demonstrating a commitment to finding new and better ways to comply with regulations that reduce the burden on operations. Routine tasks will include performing cost accounting responsibilities, maintaining compliance records, reviewing plant modifications for environmental implications, directing consultants, interns, and contractors, and completing assigned special projects. The engineer will respond to unannounced agency inspections confidently and develop systems to retrieve supporting documentation efficiently. Finally, they will work with their supervisor on professional and personal development and career planning, organizing and prioritizing work, facilitating meetings, and utilizing technology to enhance compliance management systems.

Responsibilities

  • Coordinate with site personnel and corporate occupational health nurse to ensure site medical surveillance requirements are risk-based and proper job descriptions are available for return to work process.
  • Develop and maintain the expert knowledge and interpretation of the regulations and requirements applicable to the Equistar site.
  • Act as the site expert for specific regulations and assigned media.
  • Stay aware of all new and changing federal and state regulations and be informed of their timing and potential impact.
  • Manage radiation safety programs for the site.
  • Interact and work with the site Operations organization.
  • Develop and maintain good communication, presentation and interpersonal skills that help operations and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements.
  • Develop and recommend business driven and cost-effective strategies.
  • Perform routine tasks: Perform cost accounting responsibilities for assigned areas; maintain records to demonstrate compliance; review plant modifications for environmental implications; direct consultants, interns and contractors; work on assigned special projects, complete tasks on project list.
  • Respond to unannounced agency inspections with confidence.
  • Develop systems to retrieve supporting documentation with confidence and ease.
  • Interact with agency inspectors in a manner that minimizes negative impacts.
  • Work with supervisor on professional and personal development and career planning.
  • Organize and prioritize work, facilitate meetings, give presentations and have strong aptitude to utilize technology to bring efficiency to the compliance management systems.

Requirements

  • B.S. or M.S. degree in Occupational Safety & Health, Industrial Hygiene or related technical discipline.
  • Minimum of 5 years relevant safety and health experience in a petrochemical facility.
  • Working knowledge of safety and health regulatory compliance programs associated with the chemical manufacturing industry.
  • Experience developing and/or managing safety and health systems.

Nice-to-haves

  • Certified Safety Professional (CSP) and/or Certified Industrial Hygienist (CIH) strongly preferred.
  • Excellent communication, presentation, systemic thinking and interpersonal skills to help the HSE department, operations, and other functional groups implement those process changes or procedures necessary to comply with the regulations and requirements.
  • Strong and meticulous organizational skills with documenting and recordkeeping.
  • Possess a strong knowledge of Operational Excellence and Responsible Care Management Systems, ergonomics, PPE selection, training and use, Hearing conservation programs, Health Risk Assessment including monitoring and OSHA regulations.
  • Be able to foresee problems, identify proactive measures that can be taken and have the capability to plan the work and execute the work.
  • Able to communicate across multiple levels within the site and in different group settings.
  • Ability to work on multiple projects simultaneously with potentially competing priorities.
  • Ability to represent company with regulatory agencies.
