About the position

The Health Application Developer I position at the South Carolina Department of Public Health (SCDPH) involves working under limited supervision to support and enhance various agency computer systems that are crucial for Vital Records, First Sounds, and Public Health Statistics & Information Services (PHSIS). The role requires collaboration with Senior Application Analysts to perform a range of tasks including analysis, design, coding, testing, documentation, implementation, modification, and upgrading of these systems. The developer will also be responsible for integrating and monitoring backend system processes and solutions, ensuring that applications function seamlessly with the agency's Electronic Document Management System (EDM) and Geographic Information Systems (GIS). In this role, the developer will work in a team environment to implement and maintain specific applications, providing technical support as needed. This includes acting as a technical consultant to customers, assisting with problem resolution, and responding to application-related service calls. The position requires the preparation and maintenance of system documentation and project communication, ensuring adherence to Information Technology application development standards. The developer will also be expected to remediate and solve customer-reported issues, contributing to the overall efficiency and effectiveness of the agency's IT services. The position may require some after-hours and weekend work, as well as minimal travel. The ideal candidate will possess strong analytical and problem-solving skills, effective communication abilities, and a customer-oriented mindset, capable of prioritizing and completing multiple tasks efficiently.

Responsibilities

  • Work with Senior Application Analysts to analyze, design, code, test, document, implement, modify, and upgrade agency computer systems.
  • Provide technical support for Vital Records and Public Health Statistics & Information Services (PHSIS) applications as assigned.
  • Ensure seamless integration of systems with the agency's Electronic Document Management System (EDM) and Geographic Information Systems (GIS).
  • Assist with integration and monitoring of supporting system processes, stored procedures, and third-party solutions.
  • Remediate and solve customer-reported issues.
  • Prepare and maintain system documentation for applications supported.
  • Act as a technical consultant to customers and collaborate with other technology staff to ensure adherence to application development standards.
  • Support the IT Service Center by responding to application-related service calls.
  • Perform other duties as assigned.

Requirements

  • A high school diploma and work experience in computer programming, or an associate's or bachelor's degree in a related field may substitute for the required work experience.
  • A bachelor's degree in computer science or related field and one (1) year of applicable software development and modification experience; or an associate degree in computer science, computer technology, or a related field and two (2) years of applicable software development and modification experience; or a high school diploma and four (4) years of experience in computer programming or computer system development and modification in a Microsoft ASP.NET Model-View-Controller (MVC) framework (C#, ASP.NET, ADO.NET) environment.
  • Knowledge of information systems design, testing, debugging, analysis, maintenance, and security techniques.
  • Experience in writing Structured Query Language (SQL) queries, stored procedures, and Extensible Markup Language (XML).
  • Strong analytical and problem-solving skills.
  • Ability to communicate effectively both orally and in writing.
  • Ability to prioritize and complete multiple tasks efficiently and effectively.
  • Customer-oriented with the ability to respond to priority tasks as needed.

Nice-to-haves

  • Experience with Visual Studio C# .NET.
  • Familiarity with jQuery, ASP.NET, HTML, CSS, and reporting in web application development.
  • Experience in browser-independent web application development using Chrome, Safari, Firefox, and Internet Explorer.
