About the position

The Health Care Facilities Financial Manager position at the Montana Department of Public Health and Human Services (DPHHS) is responsible for overseeing the financial operations of the Healthcare Facilities Branch. This role involves planning, designing, organizing, and evaluating the financial condition of programs administered by the branch, ensuring quality control in budgeting processes, and managing appropriated funding. The position requires collaboration with various stakeholders and provides direct oversight of the branch's budget process, including the development and defense of biennial budget requests.

Responsibilities

• Oversee the financial operations of the Healthcare Facilities Branch.
• Plan, design, organize, develop, monitor, implement, and evaluate the financial condition of programs.
• Provide quality control and disseminate information related to budgeting processes.
• Manage appropriated funding and review budgetary work products of fiscal bureaus.
• Develop budgetary and associated policy presentations for Directors and the Governor's Office.
• Communicate and partner with stakeholders to ensure program requirements are met.
• Review proposed legislation and submit cost/saving estimations to the Office of Budget and Finance.
• Represent DPHHS during the legislature, including testifying and proposing legislative initiatives.

Requirements

• Bachelor's degree in business, finance, accounting, public administration, hospital administration, health administration, human services, or a directly related field.
• Five or more years of senior-level fiscal management experience with large programs and substantial budgets.

Nice-to-haves
