About the position

The Health Equity Resource Community Program Manager is a senior-level position responsible for overseeing the Health Equity Resource Communities (HERC) Program at the Maryland Department of Health's Community Health Resources Commission. This role involves directing and coordinating all aspects of the HERC grants, ensuring compliance with legislative mandates, and promoting health equity among underserved communities. The Program Manager will lead program evaluations, develop strategic plans, and hold grantees accountable for performance, all aimed at improving health outcomes and access to care in Maryland.

Responsibilities

  • Direct and oversee all aspects of the Health Equity Resource Communities grants.
  • Establish procedures for grantees and oversee program implementation.
  • Evaluate program goals, standards, and controls to meet objectives.
  • Provide strategic and programmatic oversight of the HERC Program.
  • Assist in developing short- and long-term plans for the Program and grantees.
  • Hold grantees accountable for performance and outcomes.
  • Lead multi-year program evaluations using quantitative and qualitative data analysis.
  • Assist in the development of legislative reports, position papers, and impact statements.

Requirements

  • Bachelor's degree from an accredited college or university.
  • At least four years of program administration, grant monitoring, or public health administration experience.

Nice-to-haves

  • Advanced degree in public health, health care administration, or public policy/public administration.
  • Demonstrated communications and research skills for producing high-level reports.
  • Experience leading complex public health initiatives involving coalitions.
  • Significant work with underserved communities and minority populations.
  • Experience implementing or managing projects that promote health equity.
