About the position

The Health Policy Analyst II (HPA II) plays a crucial role in supporting the Office of Population Health Improvement (OPHI) by providing high-level policy and legislative support for various health care workforce programs. This position involves collaboration with unit directors and staff to develop legislative initiatives, analyze health care policies, and implement data collection methods to inform policy recommendations. The HPA II is responsible for coordinating meetings, processing grants, and engaging with stakeholders to promote effective health care policies.

Responsibilities

  • Provide high-level policy and legislative support to the OPHI Health Care Workforce Unit.
  • Review and make data-informed policy recommendations on bills during legislative sessions.
  • Develop and promulgate regulations and legislative proposals.
  • Respond to legislative requests, including Joint Chairman Reports.
  • Conduct literature reviews, data collection, and analysis for program policy duties.
  • Coordinate meetings and manage complex logistics related to health care workforce programs.
  • Write briefing and summary documents for stakeholders and partners.
  • Process fiscal and programmatic grant documentation and provide technical assistance.
  • Design and implement data collection methods to support OPHI program policy implementation.
  • Represent OPHI at public meetings and collaborate with health care professionals and state agencies.

Requirements

  • Bachelor's degree from an accredited college or university.
  • Two years of experience evaluating, analyzing, researching, and developing health care services, policies, and programs.
  • Master's degree in a related field may substitute for one year of experience.
  • Doctorate degree in a related field may substitute for the required experience.

  • Experience in leading program policy development and monitoring.
  • Experience in program policy analysis, evaluation, and recommendations.
  • Experience representing staff on task forces and committees.
  • Experience managing marketing and website for assigned programs.
  • Experience assisting Directors with internal operations of Health Care Workforce programs.
