About the position

The Health System Administrator (Health Services Administrator) at the Department of Justice is responsible for managing and directing the administrative activities of healthcare professionals within a correctional facility. This role ensures the provision of high-quality medical, dental, and allied health services to inmates, overseeing both inpatient and outpatient care. The administrator also manages budgets, procurement systems, and compliance with healthcare standards, while fostering relationships with local healthcare providers and regulatory agencies.

Responsibilities

  • Manage and direct the administrative activities of healthcare professionals responsible for medical, dental, and allied health services.
  • Oversee the provision of quality patient care to the inmate population.
  • Serve as a cost center manager, preparing estimates and administering an annual budget.
  • Manage a procurement system for medical, surgical, dental, and pharmaceutical supplies.
  • Provide administrative supervision to subordinate staff, including an Assistant Health System Administrator and other healthcare professionals.
  • Establish and maintain relationships with local hospitals and health service installations to promote quality care.
  • Develop and coordinate internal review systems to ensure compliance with ACA and Joint Commission standards.
  • Implement agency re-entry initiatives, including timely health status assessments and electronic health record transmissions.
  • Maintain security of the institution as part of correctional responsibilities.

Requirements

  • Ph.D. or equivalent doctoral degree in hospital administration, public health administration, or related fields, or 3 years of progressively higher-level graduate education leading to such a degree.
  • At least one year of specialized experience equivalent to the GS-10 level in federal service, involving analytical or administrative management in the healthcare field.
  • Knowledge of healthcare delivery systems, regulations, and standards from various regulatory and credentialing groups.
  • Management ability to delegate authority and oversee people and programs effectively.
  • Experience in providing oversight and directing activities of a multi-disciplinary team of healthcare professionals.

Nice-to-haves

  • Experience in developing and implementing administrative and clinical policies related to healthcare services.
  • Knowledge of Joint Commission standards and quality review program standards for regulatory compliance.
  • Experience in coordinating purchases and contracts for healthcare supplies and services.
