About the position

The Health System Specialist position at the Mann-Grandstaff Veterans Affairs Medical Center (MGVAMC) involves managing the policy and standard operating procedures (SOP) program and governance documents in accordance with various federal laws and regulations, including those set forth by the Veterans Health Administration (VHA) and the National Archives and Records Administration (NARA). The role requires the administration, analysis, and management of MGVAMC policy and governance, ensuring compliance with directives and laws that govern healthcare administration. This includes coordinating with executive leadership and local management to develop policies that meet federal and state requirements, as well as working directly with the VISN and VHACO Policy Redesign Department to maintain compliance. In this role, the specialist will be responsible for creating strong policy documents, which may involve extensive research and interpretation of laws and accreditation manuals. The position also entails safeguarding government information and implementing procedures to manage VHA policies that impact the operations of MGVAMC, which includes multiple community-based outpatient clinics (CBOCs) and Rural Health Clinics. The specialist will assist in developing policies and procedures that lead to effective methods and initiatives aimed at improving integration and performance across healthcare system operations. The work schedule is Monday to Friday, from 8:00 AM to 4:30 PM, and the position may allow for ad-hoc telework based on situational needs. The physical requirements for this position are minimal, primarily involving standard office activities such as sitting, standing, and working at a computer. The incumbent will also be required to perform policy walk-throughs and visit local business associates, which may involve some travel to surrounding CBOCs.

Responsibilities

  • Manage MGVAMC's policy and standard operating procedures (SOP) program and governance documents.
  • Administer, analyze, and perform work involved in establishing, disseminating, and managing MGVAMC policy and governance.
  • Coordinate and assist with policy and governance formulation, advising executive leadership and local management on compliance with federal and state laws.
  • Work directly with VISN and VHACO Policy Redesign Department to ensure compliance with directives and laws.
  • Create strong policy documents in collaboration with managers and supervisors, requiring research and analysis of laws and accreditation manuals.
  • Safeguard government information and support accountability and transparency.
  • Implement procedures to manage VHA policies and external policies impacting MGVAMC operations.
  • Assist in the development of policies, processes, instructions, and procedures to improve integration and performance across healthcare operations.
  • Ensure control and life cycle management of policies and procedures created throughout the facility.
  • Provide expert advice and guidance to senior leaders and management regarding organizational policies and governance structure.
  • Perform other duties as assigned.

Requirements

  • U.S. citizenship is required to apply for this job.
  • Must be proficient in the English language.
  • Must be eligible for Personal Identity Verification (PIV) Credential and maintain eligibility during service.
  • Doctoral degree in a relevant field such as Healthcare Administration or Public Administration, or a combination of education and experience in healthcare administration.
  • Progressively responsible analytical or administrative experience in the healthcare field, including supervisory experience.
  • Knowledge of healthcare delivery systems, regulations, and standards from various regulatory and credentialing groups.

Nice-to-haves
