About the position

The Highway Administration Program Manager 1 position at the Department of Transportation Region 3 is responsible for leading the quality management program, ensuring efficient maintenance policies and procedures across various districts. This role involves acting as a liaison between districts, counties, and the central office to uphold quality standards and improve departmental efficiency.

Responsibilities

• Support the development and ongoing management of maintenance initiatives for county maintenance organizations.
• Advise district and county personnel on benchmarking and best practices to enhance efficiency and cost-effectiveness.
• Create, implement, and oversee the sectional cycle maintenance plan.
• Assist districts in reviewing and approving proposed plans for the calendar year.
• Establish core maintenance activities and cycle durations.
• Standardize policies and procedures for fleet management, winter snow route assessments, and crew composition.
• Provide guidance on equipment sharing strategies.
• Review and approve appropriation 409 submissions from districts.
• Assist in the creation and implementation of asset management plans for structures under 8 feet.
• Participate as a member of the Maintenance Accreditation Performance Indicator committee.
• Oversee Work Zone Traffic Control Quality Assurance reviews.

Requirements

• Five years of professional experience in the design, construction or maintenance of highways, bridges, traffic systems or other comparable structures, including three years in a managerial capacity or directing the work of civil engineers.
• An equivalent combination of professional experience and training that includes three years in a managerial capacity or directing the work of civil engineers.
