About the position

The Highway Construction Engineer will serve as a Deputy Quality Assurance Manager, responsible for developing, implementing, managing, and overseeing Quality Assurance/Quality Control Programs for Virginia Transportation Design Build and/or P3 projects. This role involves collaborating with contractors and owners, managing the Quality Assurance Inspection Team, conducting risk analysis, and ensuring compliance with Quality Management Plans.

Responsibilities

  • Develop and implement Quality Assurance/Quality Control Programs for Virginia Transportation Design Build and/or P3 projects.
  • Manage and oversee the Quality Assurance Inspection Team.
  • Conduct risk analysis and problem-solving related to project quality.
  • Verify that all materials are approved, documented, and tested appropriately.
  • Audit Design and Quality Control processes for compliance with Quality Management Plans.
  • Document and monitor project deficiencies and non-compliances until resolution is achieved.
  • Organize and present construction activity preparatory meetings.
  • Monitor materials approvals, documentation, and testing to ensure compliance with contract requirements.
  • Coordinate Quality Assurance Inspection activities and staff.
  • Prepare, distribute, and track required project documentation and correspondence.

Requirements

  • Virginia PE with 8 years of experience, including a minimum of 3 years on Design Build or P3 projects.
  • Comprehensive knowledge of roadway, structure, and bridge construction methods and standards.
  • Familiarity with VDOT Road and Bridge Specifications and Quality Assurance requirements.
  • Experience in monitoring construction operations for compliance with contract terms.

Nice-to-haves

  • VDOT Required Construction Inspection certifications (e.g., Soil and Aggregate Compaction, Asphalt Field Level I & II, etc.).
  • Proficiency in construction management software like CADAC, Bluebeam, PlanGrid, and/or ACONEX.
