About the position

The Highway Program Manager at Larson Design Group is responsible for the overall management of clients and projects within the Highway Design Department. This role involves overseeing design, communications, personnel management, budgets, schedules, quality control, and business development. The Program Manager will also assist in preparing and implementing annual business goals and multi-year strategic plans, ensuring compliance with regulations and promoting quality assurance processes.

Responsibilities

• Manage clients and highway projects specific to local municipalities, PennDOT, and Pennsylvania Turnpike Commission.
• Create and track client proposals including writing scope, technical & price proposals, and statements of interests.
• Prepare workload forecasting reports and ensure compliance with environmental and permitting requirements.
• Promote and support quality assurance and quality control processes to improve deliverables.
• Identify new markets, develop leads, and perform business development activities.
• Coach, mentor, and motivate project team members and sub-consultants.
• Manage project risk in accordance with company policy.

Requirements

• Bachelor's or Master's Degree in Civil Engineering.
• Minimum of fifteen (15) years of experience in highway design projects.
• Professional Engineer (PE) licensure or other professional licensure in the field of expertise strongly preferred.

Nice-to-haves

• Proficiency in Microstation, Open Roads Designer, and ASTA.
• Strong leadership and interpersonal skills.
• Ability to work independently and as part of a project team.
• Proficient in public speaking and creating presentations.
