About the position

The Highway Safety Specialist (Safety Operations Program Manager) is responsible for providing regional leadership in promoting the agency's strategic plan and enhancing commercial motor vehicle (CMV) safety. This role involves analyzing CSA-SMS data, guiding compliance and enforcement programs, and ensuring effective implementation of safety strategies to improve carrier and driver behavior. The position requires collaboration with various stakeholders, including federal and state agencies, to address high-risk carrier and driver management and oversee program activities.

Responsibilities

• Provide regional program leadership to promote the agency's strategic plan and mission.
• Analyze CSA-SMS data to enhance program strategies aimed at improving CMV safety.
• Provide guidance and technical advice to Division Administrators for effective program implementation.
• Review and evaluate the implementation of national policies and directives within the region.
• Promote uniform implementation of safety programs and enforcement strategies across the region.
• Lead the management and implementation of strategic CMV compliance and enforcement activities.
• Coordinate resource allocations for effective implementation of special programs and projects.
• Collaborate with law enforcement and legal officials on suspected criminal activities.
• Enhance delivery and management of enforcement strategies and tools.
• Provide advice on problem-solving and investigative procedures to support program delivery.

Requirements

• Must be a U.S. Citizen and eligible for consideration.
• At least one year of experience equivalent to GS-13 level, including planning and managing program segments.
• Experience in organizing and directing operations to accommodate shifting priorities.
• Experience representing the organization in negotiations with federal, state, and local agencies.
