About the position

The Highway Safety Specialist (Safety Operations Program Manager) plays a crucial role in leading regional programs aimed at enhancing commercial motor vehicle (CMV) safety. This position involves promoting the agency's strategic plan and ensuring effective management and oversight of high-risk carriers and drivers. The specialist will analyze safety data, provide guidance to regional administrators, and implement enforcement strategies to improve safety outcomes by changing driver behavior and removing unsafe operators from the transportation system.

Responsibilities

  • Provide regional program leadership to promote the agency's strategic plan and mission.
  • Analyze CSA-SMS data to enhance program strategies aimed at improving CMV safety.
  • Offer safety, compliance, and enforcement program direction to Division Administrators in the region.
  • Review and evaluate the implementation of national policies and directives by regional offices.
  • Provide process improvement recommendations for effective program delivery.
  • Promote uniform implementation of safety programs and operational policies across the region.
  • Lead the management and implementation of strategic CMV compliance and enforcement activities.
  • Coordinate resource allocations for effective implementation of special programs and projects.
  • Collaborate with national and regional management on enforcement strategies and tools.
  • Advise on problem-solving and investigative procedures to support program delivery.

Requirements

  • Must be a U.S. Citizen and eligible for consideration.
  • At least one year of experience equivalent to GS-13 level, including planning and managing program segments.
  • Experience in organizing and directing operations to accommodate shifting priorities.
  • Experience representing the organization in negotiations with federal, state, and local agencies.
