About the position

The Highway Safety Specialist (Safety Operations Program Manager) position is a senior-level role within the Federal Motor Carrier Safety Administration (FMCSA) focused on enhancing commercial motor vehicle (CMV) safety through strategic program management and enforcement. The incumbent will provide authoritative technical advice and leadership on various safety programs, ensuring compliance with national policies and improving carrier and driver behavior to reduce risks on the transportation system.

Responsibilities

  • Provide regional program leadership promoting the agency's strategic plan, mission, and vision in all program strategies.
  • Ensure effective implementation and delivery of safety, compliance, and enforcement programs by providing guidance and technical advice to Division Administrators.
  • Review and evaluate the implementation of national policies and directives by all offices within the region.
  • Lead regional management and implementation of strategic CMV high-risk carrier and driver compliance and enforcement program activities.
  • Coordinate with national, regional, and division management for effective implementation of special programs and projects.
  • Provide enhanced delivery and management of the agency's enforcement strategies and tools.
  • Advise on problem-solving, investigative procedures, and techniques to support program implementation and delivery.

Requirements

  • Must be a U.S. Citizen and eligible for consideration.
  • At least one year of experience equivalent to GS-13, including planning, analyzing, and managing program segments.
  • Experience organizing and directing operations to accommodate shifting priorities.
  • Experience representing the organization in negotiations with federal agencies and public interest groups.
