About the position

This is a full-time, permanent position that falls under the Washington Management Service (WMS). As the HIV Community Program Manager, you'll lead a vital initiative to improve the lives of individuals affected by HIV in our community. Working under the guidance of the Office of Infectious Disease Director, you'll oversee the operational aspects of HIV community-based services and Ryan White Part B programs. Your role will involve strategic planning, policy development, and evaluation to ensure effective and compliant program delivery. Beyond managing budgets and personnel, you'll serve as a visible leader, advocating for better health outcomes and fostering innovation within our team and the wider community. This position offers a unique opportunity to influence policy, drive change, and shape the future of HIV care in our state.

Responsibilities

  • Manage OID staff responsible for HIV community care services, such as medical case management, peer navigation, and housing assistance.
  • Oversee budgets, contracts, personnel, and reporting for Ryan White Part B and HOPWA programs.
  • Address inquiries from legislators and constituents regarding HIV/AIDS services and program effectiveness.
  • Collaborate with OID colleagues to build relationships with diverse communities affected by HIV, Hepatitis, STDs, and drug-related issues.
  • Lead community engagement efforts to empower local communities in improving health outcomes.
  • Provide expertise on participatory budgeting and program development for HIV community services.
  • Collect, analyze, and distribute local HIV data to inform decision-making.
  • Develop strategies for integrating health considerations into external organizations' policies.
  • Advocate for changes in HIV policy and services to address social determinants of health.
  • Recruit, oversee, and evaluate staff as needed.
  • Foster positive relationships with government agencies, community partners, and public health organizations.
  • Represent the department in meetings at local, state, and federal levels.
  • Ensure OID activities align with agency mission and maintain high quality and communication standards.
  • Participate in professional development activities focusing on assessment, quality improvement, and effective communication.
  • Collaborate with OID Director and leadership teams to foster teamwork and cooperation.
  • Contribute to high-level policy decisions as a core member of the OID Leader Team.

Requirements

  • A minimum of 5 years of recent supervisory experience.
  • Recent experience managing a team of at least 10 staff.
  • At least 3 years of management or consultative experience in a health services program.
  • Experience delegating tasks to staff and managing team performance.
  • Experience with creating budgets, managing grants, contracts, and handling financial matters.
  • Experience promoting social justice and advancing health equity initiatives.
  • At least 5 years of experience working with Ryan White Part B and allowable services.
  • Experience in developing and implementing long-range strategic plans.
  • Intermediate proficiency or higher using Microsoft Office Suite including Excel.

Nice-to-haves

  • Bachelor's degree or higher in Social Work, Nursing, Public Health, Public Administration, or a related field.
  • Advanced proficiency with Microsoft Excel.
  • At least five years of experience in HIV Care services.
  • Experience applying national HRSA guidelines for care of people living with HIV including: Applied knowledge of HIV grant requirements and programs for people living with HIV.
  • Knowledge of specific federal grant requirements related to the Ryan White Program.
  • Experience in developing and providing culturally competent programs for diverse populations within varied working environments.
  • Experience applying Washington State regulations (WACs), laws (RCWs), federal rules, and guidelines pertaining to HIV Care.
  • Demonstrated experience preserving the confidentiality of sensitive information obtained or discussed during job responsibilities.
  • Experience in creating and overseeing budgets and contracts.
