About the position

The HIV Education Outreach Specialist is responsible for providing HIV testing and counseling services to high-risk individuals in the community. This role aims to promote public health by delivering prevention, intervention, and mobilization services under the City of El Paso's strategic goals. The specialist will conduct risk assessments, administer tests, and provide referrals for treatment and education, while also engaging in community outreach and education about HIV prevention.

Responsibilities

• Perform HIV testing and counseling services for high-risk individuals.
• Conduct client risk assessments and provide individual-level counseling.
• Review previous client history and complete case reports to maintain investigative data.
• Coordinate, collect, and deliver appropriate samples to the laboratory for analysis.
• Administer HIV tests using venipuncture or finger sticks.
• Provide referrals for treatment, education, social services, and HIV early intervention as required.
• Follow up confidentially with individuals requiring medical evaluation due to abnormal tests or exposure to disease.
• Educate and counsel individuals and groups on HIV epidemiology, transmission, and prevention.
• Assist in control activities during outbreaks of diseases.
• Conduct data entry into the State database and write reports as required by the program.

Requirements

• Bachelor's Degree or higher in Public Health Education, Community Health Education, Biological Science, Social Science, Behavioral Science or related field.
• One (1) year of direct contact experience with the public, patient, or provider in communicable disease control, epidemiology, or preventive health programs.
• Certified as a Phlebotomy Technician within 6 months of appointment.
• Texas Class 'C' Driver's License or equivalent from another state.
