About the position

The Internal Affairs and Anti-Corruption Advisor will support the US Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) Program in enhancing the professionalization of the Haitian National Police (HNP) in Port-au-Prince, Haiti. This role involves planning and developing projects aimed at strengthening the capacity of the Inspector General (IG) and the HNP Recruitment unit, as well as collaborating with the Haitian government to bolster anti-corruption efforts.

Responsibilities

  • Plan, organize, and develop HNP projects to strengthen the capacity and effectiveness of the IG and the HNP Recruitment unit.
  • Collaborate with the Central Administration and Budget Advisor to develop projects with the Haitian government to enhance anti-corruption efforts.
  • Work with INL Haiti and the Government of Haiti (GOH) to identify and recommend assistance projects related to IG operations.
  • Review plans, agreements, and official correspondence for the IG, providing advice and guidance.
  • Prepare concise and accurate records and reports, keeping INL Haiti informed of programmatic and political developments.

Requirements

  • Bachelor's degree or equivalent Police Academy Certificate in a relevant field, or a combination of academic qualifications, professional training, and experience.
  • Previous international experience in police operations.
  • Experience in a supervisory position.
  • Five years of experience in police internal affairs or inspector general operations at the sergeant or detective level or above.
  • FSI level 3/3 (professional working proficiency) in English.

Nice-to-haves

  • FSI Level 3/3 (professional working proficiency) in French and/or Haitian Creole.
