About the position

The Home and Community Based Services Enhancement Analyst (Operations & Policy Analyst 3) position at the Oregon Health Authority focuses on enhancing access to home and community-based services for individuals with complex behavioral health needs. The role involves serving as a Medicaid subject matter expert, collaborating with various state agencies, and informing community partners about program milestones and improvements. The analyst will work towards promoting equity and inclusion in health services, addressing disparities, and ensuring quality care for Oregonians.

Responsibilities

• Serve as the Medicaid subject matter expert for Home and Community Based Services (HCBS) for Oregon Health Plan members with behavioral health needs.
• Collaborate with the OHA Division of Behavioral Health and other state agencies to improve access to HCBS.
• Inform community partners and stakeholders about program milestones, successes, and barriers.
• Leverage federal matching funds to administer HCBS programs and inform leadership of organizational improvements.
• Promote equity and inclusion in health services and address systemic health disparities.

Requirements

• A combination of experience or education equivalent to seven years of professional-level evaluative, analytical, and planning work.
• A degree in Business or Public Administration, Behavioral or Social Sciences, or a related field can substitute for some required experience.

Nice-to-haves

• Experience in advancing health equity and delivering culturally responsive services.
• Knowledge of Oregon Administrative Rules and Oregon Revised Statutes.
• Experience with Centers for Medicare and Medicaid Services (CMS) waiver and demonstration projects.
• Knowledge of health services delivery systems, particularly the Oregon Health Plan/Medicaid administration.
