About the position

The Home and Community Based Services Enhancement Analyst (Operations & Policy Analyst 3) serves as a Medicaid subject matter expert for the Home and Community Based Services (HCBS) state plan option for Oregon Health Plan members with behavioral health needs. This role involves developing, implementing, and overseeing policies and programs that promote equity and inclusion, aiming to enhance access to HCBS for individuals with complex behavioral health and other disabilities. The analyst will collaborate with various state agencies and community partners to address barriers and improve service delivery, impacting the healthcare system in Oregon.

Responsibilities

  • Serve as the Medicaid subject matter expert for HCBS state plan options for OHP members with behavioral health needs.
  • Collaborate with OHA Division of Behavioral Health and ODHS to improve access to HCBS.
  • Inform community partners and legislators about program milestones, successes, and barriers.
  • Leverage federal matching funds to administer HCBS programs.
  • Advise leadership on organizational improvements for equitable access to behavioral health services.

Requirements

  • Seven years of experience in professional-level evaluative, analytical, and planning work.
  • A degree in Business or Public Administration, Behavioral or Social Sciences, or a related field can substitute for some experience.

Nice-to-haves

  • Experience in advancing health equity and delivering culturally responsive services.
  • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes.
  • Experience with CMS waiver and demonstration projects.
  • Knowledge of health services delivery systems, particularly Oregon Health Plan/Medicaid administration.
  • Experience in legislative processes and government finance.
