About the position

The Housing Finance Program (HFP) Project/Program Manager III position at King County's Department of Community and Human Services (DCHS) focuses on managing and implementing affordable housing projects. The role involves developing Requests for Proposals (RFPs), overseeing loan programs, and ensuring projects align with King County's affordable housing goals. The ideal candidate will have experience in affordable housing development and a commitment to equity and social justice, contributing to the creation and preservation of approximately 10,000 affordable housing units in the region.

Responsibilities

  • Develop and manage Housing Finance Program Requests for Proposals (RFPs) for affordable housing.
  • Work with internal and external partners to draft RFPs and oversee evaluation processes.
  • Manage HFP's Interim Loan and Credit Enhancement programs, including reviewing applications and drafting funding recommendations.
  • Conduct due diligence for real estate closings, negotiate loan terms, and draft contracts and loan documents.
  • Develop and revise standard operating procedures and program guidelines as needed.
  • Draft reports for advisory committees and transmittals to County Council regarding funding activity.
  • Review and analyze project proposals, conduct feasibility analyses, and underwrite transactions for funding recommendations.
  • Advocate for King County's affordable housing objectives during project negotiations and meetings with stakeholders.
  • Meet with affordable housing developers to discuss challenges and opportunities for potential projects.
  • Integrate equity and social justice frameworks into program duties and communications.
  • Oversee contracts during the construction phase and monitor progress.
  • Collect due diligence and manage project close-out; maintain project and database files.
  • Work collaboratively with the HFP team and external partners to deploy funding resources.
  • Respond to inquiries and provide technical assistance to borrowers and co-workers.
  • Supervise HFP staff on funding awards and project tasks.

Requirements

  • Bachelor's degree in public administration, urban planning, real estate, finance or related field.
  • Minimum of four years related work experience in affordable housing or real estate lending.
  • Demonstrated experience in processing and underwriting housing transactions involving multiple funding sources.
  • Experience drafting affordable housing contracts and ensuring compliance with fund source requirements.
  • Ability to work independently and coordinate with a team.
  • Knowledge of public funding for affordable housing, including federal programs like HOME and Low Income Housing Tax Credits.
  • Strong facilitation, negotiation, and problem-solving skills.
  • Experience applying equity and social justice principles and understanding related inequities.
  • Excellent written and verbal communication skills for diverse stakeholders.
  • Experience developing and presenting recommendations to the public and decision makers.
  • Proficiency in Microsoft Office Suite.
