About the position

The Housing Manager (HA) is responsible for overseeing management and maintenance operations at a housing development, ensuring residents receive quality housing and access to community services. This role involves various administrative tasks, including rent collection, occupancy management, and staff supervision, all aimed at maintaining a safe and efficient living environment for residents.

Responsibilities

  • Maintain a professional setting with regularly scheduled office hours in the property business office.
  • Ensure timely collection of rent payments and processing of documents for legal action regarding rent delinquents.
  • Complete annual income reviews and submit non-verifiable cases to the Office of Tenancy Administration.
  • Process uncollected accounts in accordance with NYCHA policy.
  • Ensure visual lead assessments are completed and appropriate repairs are conducted.
  • Prepare vacant apartments for occupancy and maintain high occupancy levels.
  • Procure materials and services for maintenance and repairs in accordance with NYCHA procedures.
  • Observe safety guidelines to ensure the safety and security of residents and staff.
  • Respond to resident repair requests and coordinate the completion of repairs.
  • Conduct property inspections to ensure adherence to satisfactory standards.
  • Formulate and implement plans for successful PHAS inspections and corrective actions.
  • Manage resident engagement to ensure compliance with HUD regulations.
  • Supervise and train staff, ensuring staffing levels are met and appropriate discipline is applied.
  • Submit various management reports in a timely and accurate manner.

Requirements

  • A baccalaureate degree from an accredited college and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development containing at least 150 apartments.
  • A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience in housing management as described above.
  • A satisfactory equivalent combination of education and experience.
