About the position

The Housing Portfolio Administrator at the Georgia Department of Community Affairs (DCA) plays a crucial role in supporting the administration of Project-Based Vouchers (PBV) and ensuring compliance with federal guidelines. This position involves collaboration with various stakeholders, including housing developers, property managers, and community leaders, to enhance the effectiveness of housing programs and services. The administrator will assist in monitoring and reporting on the PBV portfolio, provide exceptional customer service, and support policy development to foster vibrant communities in Georgia.

Responsibilities

  • Assist the PBV Manager with providing exceptional customer service to all PBV stakeholders.
  • Develop and administer informational materials and briefings for stakeholders.
  • Coordinate the scheduling of pre-HAP contract duties, including inspections and application collection.
  • Monitor and track the PBV portfolio, maintaining accurate reports and property statuses.
  • Assist in developing and executing HAP contracts and monitor compliance with these contracts.
  • Support the PBV Manager in developing solutions to contract issues and oversight processes for properties requiring supportive services.
  • Conduct regular audits of supportive services and PBV property waitlists.
  • Support the development and execution of PBV policy guidance and ensure compliance with federal guidelines.
  • Perform Davis-Bacon compliance audits for rehabilitation and new construction projects.

Requirements

  • Bachelor's degree in business, public administration, urban studies, social service, or related field is desirable.
  • At least one to two years of project management, property management, or development analytical experience.
  • Functional proficiency with Microsoft Office Suite and proprietary software.
  • Prior understanding of Section 8 housing and HUD HCVP regulations is preferred.
  • Ability to analyze local housing concerns and recommend policies that comply with federal regulations.

Nice-to-haves

  • Knowledge of the federal legislative process for authorizing legislation and appropriations.
  • Knowledge of the federal regulatory rulemaking process.
  • Working knowledge of Davis Bacon and Section 3 regulations.
