About the position

The selected candidate will be responsible for ensuring compliance with federal Housing Quality Standards (HQS) for units occupied by subsidized households. This role involves acting as a liaison between HPD and property owners, focusing on improving operational efficiency and effectiveness, and overseeing HQS enforcement actions. The position requires collaboration with various stakeholders to address technical issues and recommend program improvements, while also providing supervision and coordination for staff activities.

Responsibilities

  • Ensure compliance with federal Housing Quality Standards (HQS) for subsidized housing units.
  • Act as a liaison between HPD and property owners to improve operational efficiency.
  • Oversee HQS enforcement actions, including Housing Assistance Payments (HAP) abatements and reinstatements.
  • Collaborate with HPDTech to address technical issues and recommend program improvements.
  • Provide supervision and coordination for the activities of multiple staff members.
  • Perform periodic performance appraisals of staff and provide ongoing feedback.
  • Run reports to monitor individual and team performance, adjusting workloads as necessary.
  • Train and manage staff to ensure compliance with federal and local policy guidelines.
  • Serve as a key point of contact for public communication regarding housing issues.
  • Meet with landlords, tenants, and management firms to resolve issues and track inquiries.
  • Coordinate with other units within the Division of Tenant Resources and other divisions at HPD.
  • Demonstrate knowledge of the Section 8 program processes and regulations.
  • Work on special projects and initiatives as determined by management.
  • Assist with transitioning to new inspection standards like HUD NSPIRE protocols.

Requirements

  • A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities; or
  • High school graduation or equivalent and six years of experience in community work or community-centered activities; or
  • Education and/or experience equivalent to the above, with at least one year of experience in community work.

Nice-to-haves

  • Strong proficiency with Microsoft Excel and Access; business intelligence systems experience preferred.
  • Strong analytical and detail-oriented aptitude; a high degree of accuracy is required.
  • Excellent communication and organizational skills.
  • Proven ability to problem solve.
  • Ability to understand regulations.
  • Ability to manage time effectively, set priorities, and meet deadlines.
  • Must be able to work effectively with minimal supervision.
  • Ability to learn and adapt to change.
  • History of managing staff.
