About the position

The Housing Specialist is responsible for determining and documenting participant eligibility, income, and rent for the Rapid Re-housing (RRH) Program. This role involves interfacing with various stakeholders, including Coordinated Access, Case Management staff, and landlords, while ensuring compliance with HUD regulations. The Housing Specialist will handle admissions, re-certifications, and rent adjustments, and will maintain accurate records in the Homeless Management Information System (HMIS).

Responsibilities

  • Conduct eligibility interviews with applicants in the office or field as needed.
  • Verify eligibility based on family composition and homelessness status.
  • Document family composition, citizenship, and social security numbers as per HUD requirements.
  • Determine voucher size for families and issue leasing packets.
  • Set up complete and accurate participant files with necessary documents.
  • Receive and process Intent to Lease forms, HAP contracts, and inspection reports.
  • Maintain communication with Finance & Inspection departments regarding payment amounts and adjustments.
  • Provide rent change notices to participants and landlords.
  • Handle HMIS data entry and ensure compliance with HUD regulations.
  • Schedule and conduct annual re-certification interviews and process interim adjustments as needed.
  • Investigate and resolve participant and landlord complaints.
  • Communicate professionally with applicants, participants, landlords, and co-workers.

Requirements

  • High school diploma or GED required; two years of college coursework preferred.
  • Three years of experience in Continuum of Care funded programs, public housing, or related fields.
  • Knowledge of HUD policies and regulations related to low-income housing.
  • Ability to communicate effectively with diverse populations.
  • Proficiency in spoken and written Spanish preferred.

Nice-to-haves
