About The Position

The Oregon Department of Education is currently seeking a permanent Human Resource Business Partner (Human Resource Analyst 3) to join our team. As a Human Resource Business Partner, you'll play a vital role in fostering collaboration, building relationships, and making a difference within our organization. This role is a hybrid of remote work and will need to report to office when business or operational needs are dependent on onsite activities. On average, this may entail up to 4 days per month, though the frequency may vary depending on current business requirements. Remote work is embraced to the fullest extent possible without interfering with business.

Requirements

  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations; and three years of professional-level experience in Human Resources, focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules.
  • Valid certification as a Professional in Human Resource awarded by the Human Resource Certification Institute and four years of professional-level experience in Human Resources, focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules.
  • Six years Human Resource experience focusing on one or more of the following areas: conducting workplace investigations, interpreting and applying labor relations rules, and/or providing guidance and coaching to managers regarding labor and employment laws and rules. Four of the six years must have been at the professional-level.
  • A master's degree in any of the above listed courses of study may substitute for one year of professional-level experience.
  • The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization, substitutes for one year of human resource professional-level experience.

Nice To Haves

  • Experience providing HR consultation to all levels of management, employees and union representatives.
  • Experience supporting HR functions in a public service or unionized environment.
  • Experience conducting HR investigations and making sound recommendations.
  • Experience with key HR programmatic areas (FMLA/OFLA, ADA, Classification and Compensation, labor negotiations, etc.)
  • Ability to establish a strong rapport and professional credibility with individuals, and provide objective coaching and guidance to employees and management on complex and emotional issues.
  • Exceptional time management and prioritization skills, with the ability to adapt to changing priorities and work under pressure.

Responsibilities

  • Facilitate cross-cultural diversity initiatives for leadership and employees.
  • Collaborate with managers, employees, and the union on employee relations, labor issues, and performance management.
  • Provide coaching for improved workforce engagement, development, retention, and succession planning.
  • Counsel management to ensure consistent application of policies, procedures, and collective bargaining agreements.
  • Conduct internal workplace investigations, document reports, and make recommendations for resolution.
