About the position

The HR Director position at CFGC is a pivotal role responsible for overseeing the management and operations of the Human Resources Department and Risk Management. This position requires a strategic thinker who can perform technical research and analysis while providing direction for all human resources-related policies, procedures, programs, and activities. As a member of the management team, the HR Director will assist in implementing CFGC's strategic objectives and goals, ensuring that the organization attracts, retains, and develops top talent. The HR Director will provide expert advice, guidance, coaching, and training to staff and management on employee relations policies, procedures, best practices, and applicable laws. In this role, the HR Director will develop strategic initiatives aimed at enhancing employee retention through various programs, including onboarding and orientation, performance reviews, compensation, training and development, and employee engagement. The HR Director will also monitor the annual budget for the Human Resources Department and oversee the administration of the self-insurance fund and risk management. This includes planning, organizing, and directing the staff and activities of the Human Resources Department, ensuring compliance with federal and state regulations, and conducting employee relations investigations as needed. The HR Director will be responsible for the recruitment, selection, and hiring processes, leading talent retention and development efforts, and conducting exit interviews with terminating employees. Additionally, the HR Director will ensure compliance with employee annual review processes and various regulations, including drug and alcohol testing and driver’s license checks. The role also involves developing and monitoring safety and human resources-related policies and procedures, administering performance management processes, and evaluating employee benefits. The HR Director will manage HR software and applications and conduct special projects as assigned by the CEO, CFO, or COO. Regular and consistent in-person attendance is essential for this position.

Responsibilities

  • Manage and oversee the operations of the Human Resources Department and Risk Management.
  • Develop strategic initiatives to enhance employee retention in various areas such as onboarding, performance reviews, and employee engagement.
  • Monitor and prepare the annual budget for the Human Resources Department and self-insurance fund.
  • Provide guidance, coaching, and training on employee relations to supervisors and employees.
  • Participate in onboarding and new employee orientation activities.
  • Oversee employee retirement systems, health plans, and compensation in compliance with regulations.
  • Conduct employee relations investigations as needed.
  • Lead the recruitment, selection, and hiring processes for new employees.
  • Conduct exit interviews with terminating employees to gather feedback.
  • Ensure compliance with employee annual review processes and various federal and state regulations.
  • Develop and monitor safety and human resources-related policies and procedures.
  • Administer performance management processes and evaluate employee benefits.
  • Manage HR software and applications and train others in their use.
  • Conduct special projects as assigned by the CEO, CFO, or COO.
  • Coordinate Family and Medical Leave Act policies and administrative leave where appropriate.

Requirements

  • Bachelor's degree in human resources, Public or Business Administration, or related field is required.
  • Master's degree in public or Personnel Administration or related discipline preferred.
  • Five years of professional experience in human resources or general city management is required.
  • Three years of experience in a human resources supervisory position required, preferably at the director or assistant director level.
  • Certification as a Senior Professional in Human Resources (SHRM) or Professional in Human Resources (PHR) preferred.
  • Excellent analytical, oral, and written communication skills.
  • Comprehensive knowledge of employment law and human resources-related issues.
  • Thorough knowledge of insurance, claims processes, and state laws relating to municipal torts and immunities.
  • Skill in PC software programs, including word-processing, spreadsheets, and databases.

Nice-to-haves

  • Certification as a Society for Human Resources Management Professional (SHRM-CP) preferred.
  • Experience in a municipal or city management environment.
