The HR Generalist position at the Iowa Finance Authority (IFA) is a vital role dedicated to supporting the agency's human resources initiatives. This position is non-merit and exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The HR Generalist will be responsible for a wide range of HR functions, including recruitment, employee relations, training and development, compensation and benefits, and compliance with labor laws and company policies. The role is designed to foster economic growth and provide affordable housing solutions, aligning with IFA's mission to place Iowans at the heart of everything they do. In the recruitment and onboarding process, the HR Generalist will manage job postings, conduct interviews, and facilitate the selection process. They will also conduct new employee orientations and onboarding programs, ensuring that new hires are well-integrated into the organization. The HR Generalist will coordinate with hiring managers to fulfill staffing needs effectively. Employee relations are a critical aspect of this role, as the HR Generalist will address employee concerns, facilitate communication between employees and management, and assist in conflict resolution and disciplinary actions. They will conduct investigations as per the Department of Administrative Services (DAS) instructions, ensuring a fair and compliant process. Training and development responsibilities include identifying training needs, organizing training programs, and monitoring the effectiveness of these programs to ensure continuous improvement and employee growth. The HR Generalist will also serve as the point of contact for employee compensation and benefits programs, assisting employees with timesheet inquiries and benefits-related questions. Compliance is another key responsibility, where the HR Generalist will ensure adherence to labor laws and company policies, maintain employee records, and conduct audits to verify compliance with HR practices. Additionally, the role involves Section 8 Voucher Compliance and Assistance, where the HR Generalist will review assigned Housing Assistance Payment (HAP) voucher requests and assist with administrative functions of the Section 8 Voucher program under the direction of the Section 8 Director.
