This is a non-merit position within the Iowa Economic Development Authority (IEDA) and Iowa Finance Authority (IFA), dedicated to fostering economic growth and providing affordable housing solutions. We are seeking a dynamic HR Generalist to join our team and support our Human Resources initiatives. The HR Generalist will handle a broad range of HR functions including recruitment, employee relations, training, compensation, and compliance. This role is essential in ensuring that our HR practices align with our mission and values, and it plays a critical part in the overall employee experience within the organization. The HR Generalist will manage the recruitment process, which includes job postings, conducting interviews, and selection of candidates. They will also conduct new employee orientations and onboarding programs, ensuring that new hires are well-integrated into the organization. In addition, the HR Generalist will coordinate with hiring managers to fulfill staffing needs effectively. In terms of employee relations, the HR Generalist will address employee concerns, facilitate communication between employees and management, assist in conflict resolution, and conduct investigations as per the Department of Administrative Services (DAS) instructions. They will also identify training needs and organize training programs, monitoring their effectiveness to ensure continuous employee development. The HR Generalist will serve as the point of contact for employee compensation and benefits programs, assisting employees with timesheet inquiries and benefits-related questions. Compliance is another critical aspect of this role, as the HR Generalist will ensure adherence to labor laws and company policies, maintain employee records, and conduct audits to ensure HR practices are compliant. Additionally, the HR Generalist will be involved in Section 8 Voucher Compliance and Assistance, reviewing assigned Housing Assistance Payment (HAP) voucher requests and comparing them with the HUD TRACS database monthly to ensure current certification. This role is vital in supporting the administrative functions of the Section 8 Voucher program under the direction of the Section 8 Director.
