About the position

The position involves consulting with HR and IT subject matter experts to develop and refine functional requirements, translating these into design specifications. The individual will serve as a senior technical liaison and specialist in the design and integration of policies, systems procedures, databases, software, and hardware. Responsibilities include providing instruction to system users on complex system issues, analyzing data to produce reports for HR automation initiatives, and leading technical support for HR Information Systems specialists. The role ensures compliance with information security policies and practices. Duties are described at the full-performance GS-12 level, with entry-level duties at GS-09 being developmental in nature.

Responsibilities

  • Consults with HR and IT subject matter experts to develop and refine functional requirements.
  • Translates functional requirements into design specifications.
  • Serves as senior technical liaison and journey level specialist in the design and integration of policies, systems procedures, databases, software, and hardware.
  • Provides formal and/or informal instruction to system users regarding complex system issues and develops user manuals or instructions for assigned applications.
  • Analyzes data and produces reports to aid in the management and planning of HR automation initiatives.
  • Leads and provides technical support to HR Information Systems specialists regarding requirements analysis, design, programming, testing, and implementation.
  • Ensures application of information security/information assurance policies, principles, and practices.

Requirements

  • Must be a U.S. Citizen or National.
  • Registered for Selective Service (males born after 12-31-1959).
  • Suitable for federal employment.
  • Requires a favorable suitability review and security clearance.
  • One year of specialized experience equivalent to GS-07 level in federal service or comparable experience outside federal service.
  • Specialized experience includes assisting in the design, development, or maintenance of business automation tools.

Nice-to-haves

  • Two full years of progressively higher level graduate education in relevant fields may substitute for specialized experience.
  • Experience with software design principles and information management concepts.
