About the position

The HR/Compliance/Payroll Manager will oversee and manage all aspects of human resources, compliance, and payroll administration. This position will ensure that the company adheres to federal, state, and local employment laws, supports the company's HR strategy, and maintains accurate and timely payroll processing. The ideal candidate will have a strong background in HR best practices, payroll systems, and legal compliance, with excellent organizational and problem-solving skills.

Responsibilities

  • Oversee day-to-day HR operations, including recruitment, onboarding, employee relations, and performance management.
  • Develop, implement, and update HR policies and procedures in compliance with labor laws and best practices.
  • Advise leadership on HR-related matters and support department managers with workforce planning, conflict resolution, and performance issues.
  • Manage employee benefits administration, including health insurance, retirement plans, and other employee perks.
  • Support employee development programs, including training, career development, and succession planning.
  • Ensure proper maintenance of employee records and HR documentation in accordance with legal and regulatory requirements.
  • Stay current on all federal, state, and local employment laws, regulations, and standards, ensuring company policies and practices remain compliant.
  • Serve as the main point of contact for all compliance-related matters, including audits, employee investigations, and government reporting.
  • Lead or assist in compliance training sessions for employees to ensure understanding and adherence to company policies and legal requirements.
  • Monitor workplace safety and ensure compliance with OSHA standards.
  • Prepare and submit necessary reports for government agencies (e.g., EEO-1, OSHA, ACA, etc.).
  • Oversee accurate and timely processing of payroll, ensuring employees are paid on time and by company policies and applicable labor laws.
  • Manage payroll deductions, including taxes, benefits, retirement contributions, garnishments, and other deductions.
  • Ensure that all payroll-related data, such as hours worked, pay rates, and overtime, are entered correctly.
  • Coordinate with accounting and finance departments to ensure accurate posting of payroll costs and reconciliation of payroll accounts.
  • Respond to payroll-related inquiries from employees and resolve issues in a timely manner.
  • Ensure compliance with tax filing requirements and assist with year-end tax reporting (W-2, 1099, Prevailing Wage, etc.).

Requirements

  • Bachelor's degree in Human Resources, Business Administration, Accounting, or a related field. SHRM-CP, SHRM-SCP, or other relevant certifications preferred.
  • 3+ years of experience in HR, compliance, and payroll management.
  • Strong knowledge of federal, state, and local employment laws and regulations (FMLA, ADA, OSHA, etc.).
  • Experience with QuickBooks.
  • Strong understanding of benefits administration and related compliance requirements.
  • Exceptional communication and interpersonal skills, with the ability to build relationships across all levels of the organization.
  • Ability to handle confidential information with discretion and professionalism.
  • Experience with DAS 140 &142 forms.
  • Process Certified Payroll Reports and DIR Submission.
  • Familiar with PLA projects. (Project Labor Agreement)
  • Experience with LCP Tracker, Prism, and Elation is a plus.
