About the position

The HR Labor Relations Consultant (HR Spec IV) plays a crucial role in providing expert labor relations advice and consultation to supervisors, managers, and HR representatives within the State of Colorado. This position is responsible for ensuring the proper interpretation and administration of labor contracts, assisting with negotiations, and supporting the Labor Relations Unit in various capacities. The consultant works independently to foster effective relationships with state entities, mitigate grievances, and promote compliance with labor agreements.

Responsibilities

  • Provide essential labor relations advice and consultation to supervisors and managers.
  • Assist with negotiations and lead negotiation efforts for state entity agreements.
  • Establish effective working relationships with state entities and provide timely advice on labor relations issues.
  • Monitor labor relations inquiries and formulate appropriate responses to union-related questions.
  • Provide leadership and coaching to state entity representatives on labor relations matters.
  • Consult on labor relations programs, practices, policies, and legislation.
  • Act as a sounding board for state entity representatives and influence their decisions.
  • Participate in collaborative workgroups with management and labor organizations.
  • Research, analyze, and prepare contract language and background information for state entity agreements.
  • Collaborate with the Attorney General's office during union negotiations and present management's position.
  • Process and evaluate contract disputes and recommend appropriate remedies.

Requirements

  • At least seven years of experience in various HR functional areas, demonstrating relationship-building and operational performance skills.
  • A Bachelor's degree in a related field and at least three years of HR experience may substitute for the experience requirement.
  • Knowledge of Labor and Employee Relations is preferred.
  • Exceptional communication skills, both verbal and written, adaptable to various situations.
  • Strong organizational, prioritization, and self-motivation skills.

Nice-to-haves

  • Previous State Service related to the work assigned to the position.
  • Experience with State of Colorado Statutes, Rules, and Technical Guidance.
  • Fluency in Microsoft Office Suite and Google applications.
