About the position

The Human Resources Manager at Providence Public Library is responsible for overseeing all HR functions, ensuring compliance with employment laws, and fostering a positive workplace culture. This role involves managing payroll, benefits administration, recruitment, training, employee relations, and performance management, while also acting as a strategic partner to the organization.

Responsibilities

  • Analyze, prepare, and input payroll information on a bi-weekly basis, ensuring compliance with wage and hour laws.
  • Assist in the selection and administration of employee benefits, including flexible spending and 403B plans.
  • Coordinate training sessions with external vendors and manage learning events.
  • Foster relationships with staff to address employee relations issues and assist supervisors with disciplinary actions.
  • Create, implement, and update personnel policies and maintain the Employee Handbook.
  • Maintain relations with union representatives and participate in contract negotiations.
  • Provide timely advice and information to employees regarding benefits and maintain personnel records.
  • Support supervisors in recruitment processes, including job descriptions, interviewing, and onboarding new hires.
  • Conduct exit interviews and analyze feedback for organizational improvement.
  • Ensure compliance with federal, state, and local employment laws and support employee engagement initiatives.

Requirements

  • At least 7 years of progressive HR experience.
  • High school diploma or GED required; SHRM certification highly desirable.
  • Experience with ADP Workforce Now payroll system preferred.
  • Proficient in Google Drive, Google Docs, and Google Sheets.
  • Strong organizational skills and attention to detail.

  • Experience in employee relations and benefits administration.
  • Familiarity with employment and labor law compliance.
  • Ability to work independently and as part of a team.
